Job Description
This managing level position is responsible for the collaboration between team members, architects, and KP Technical Leads to ensure functional specifications are converted into flexible, scalable, and maintainable solution designs. This role manages the review and implementation of recommendations for technical solutions and ensures appropriate resources assigned to deliver on application development requirements for Oracle Human Captial Management. In addition, this role manages a technical team that engages in software fixes, build enhancements for an application and successful deployment. This position ensures appropriate guidance and mentoring is provided to other technical resources in the application development process and manages efforts to ensure new and existing software solutions are developed with insight into industry best practices, strategies, and architectures.
Essential Responsibilities

- Manages individuals and/or teams in designated work unit by translating business plans into tactical action items; ensuring all policies and procedures are followed; delegating tasks to meet goals and objectives; overseeing the completion of work assignments; aligning team efforts; building accountability for and measuring progress in achieving results; identifying and addressing improvement opportunities; removing obstacles that impact performance; and guiding performance and developing contingency plans accordingly.
- As part of the IT Engineering job family, this position is responsible for leveraging DEVOPS, and both Waterfall and Agile practices, to design, develop, and deliver resilient, secure, multi-channel, high-volume, high-transaction, on/off-premise, cloud-based solutions.
- Fosters collaboration between team members, architects, and/or software consultants to ensure functional specifications are converted into flexible, scalable, and maintainable solution designs.
- Manages technical team in the translation of business requirements and functional specifications into physical program designs, code modules, stable application systems, and software solutions by leveraging partnerships with Business Analysts and other team members to ensure business needs and functional specifications are understood.
- Provides insight into recommendations for technical solutions that meet design and functional needs.
- Manages technical team throughout the release schedule of business and enterprise software solutions to ensure successful deployment.
- Manages processes to ensure the proper documentation and review of technical specifications.
- Manages team through all software development lifecycle phases by ensuring that teams understand and adhere to company methodology, policies, standards, and controls.
- Manages application portfolio(s) and/or provides resources in support of those portfolio(s) by leveraging partnerships with IT teams (for example, Operations, Infrastructure, Architecture, Quality Assurance, Business Analysts), vendors, and business leaders to ensure adherence of written code to company standards.
- Manages efforts to ensure new and existing software solutions are developed with insight into industry best practices, strategies, and architectures.
- Ensures appropriate guidance and mentoring is provided to other technical resources in the application development process.
Minimum Qualifications
- Bachelor’s degree in Computer Science, CIS, or related field and minimum six (6) years experience working on projects involving HR Technology projects or delivery.
- Minimum five (5) years experience working on project(s) involving the implementation of HR Technology, applying development life cycles (e.g., SDLC).
- Minimum two (2) years in a technical leadership role with direct reports including coaching, mentoring and development of technical teams
- Three (3) years of experience in Agile development practices
Preferred Qualifications
- Two (2) years of work experience in a role requiring interaction with senior leadership (e.g., Director level and above)
- Minimum two (2) years experience in operating budgets or project financials
- Masters Degree in Computer Science, or related field
- Techno-functional knowledge of HR Technology (Oracle HCM, PeopleSoft HCM, Applicant Tracking systems, HR Service Management, Learning Technology, Timekeeping etc.) or any similar HRIS
- Product management, Agile or equivalent certifications
- Strong communication skills and results-driven approach on engagements
