Job Description

In addition to the responsibilities listed below, this position will support the risk management of an assigned technology portfolio by building an ongoing awareness of potential risks, and providing insight and input into the assignment and understanding of risk factors related to the use of technology in a given IT functional area or line of business.

This position will also review assessment results for an assigned technology portfolio under the direction of more senior ITRM consultants, compile and analyze assessment results to validate risk(s) and determine business criticality, and facilitate ongoing remediation efforts to mitigate risks. The Mobile Application Certification Manager position is a technical project management position in the Mobility Center of Excellence (MCoE). The MCoE is a centralized mobile application development and solution delivery organization, providing enterprise shared services to organizations such as national functions, regions, PMO, medical groups and others for the purpose of empowering the business strategy and needs through the nimble, world class development, delivery, certification and support of mobile application solutions at scale.

The Mobile Application Certification Manager is responsible for the timely certification of IT mobile projects using SDLC processes and project management methods. Actively supports projects by managing and supporting the certification in collaboration with the project manager. The successful candidate will use best practices such as risk management, scheduling, process modeling, communications management, and stakeholder expectation management. Plans, directs, and coordinates activities of the certification process to ensure that goals and objectives of certification are accomplished within the prescribed time. This position requires a proactive and highly organized individual with strong relationship, communication and project management skills in order to successfully engage MCoE customers, partners, project teams, leadership, and certification partners. The successful candidate will be able to work at a high level of competence and efficiency with minimal direction, while maintaining a sense of flexibility, humor and enthusiasm. Exemplary critical thinking, meeting facilitation, presentation, process modeling and written skills are required.                                                                             

Essential Responsibilities

  • Completes work assignments by applying up-to-date knowledge in subject area to meet deadlines; followingprocedures and policies, and applying data and resources to support projects or initiatives; collaborating with others,often cross-functionally, to solve business problems; supporting the completion of priorities, deadlines, andexpectations; communicating progress and information; identifying and recommending ways to address improvementopportunities when possible; and escalating issues or risks as appropriate.

  • Develops requirements for process or system solutions within assigned business domain(s) by interfacing stakeholdersand appropriate IT teams (for example, Solutions Delivery, Infrastructure, Enterprise Architecture)
  • Develops an understanding of and executes requirements gathering methodologies to identify business, functional, andnon-functional requirements (for example, SMART) within designated business domain.
  • Manages the certification process of each project to the established scope.
  • Identifies and schedules certification deliverables, milestones, dependencies, and required tasks.
  • Facilitates assignment of action items and deliverables to accountable team members for completion of specific tasks for certification.
  • Initiates, builds, and maintains good relationships with IT and business management to help facilitate effective completion of project work.
  • Actively manages project stakeholder expectations.
  • Contributes to continuous improvements in process management methodology and processes.
  • Develops metrics, reports and dashboards that document the current health and status of the certification program.
  • Consults on management of the program of certification by adapting the process to meet organizational changes, policy changes, emerging technology capabilities, and resource availability.
  • Adheres to the solution development life cycle (SDLC) and project management standards and practices, reporting and documentation.
  • Assists in the development and documentation of comprehensive business cases to assess the costs, benefits, ROI,and Total Cost of Ownership (TCO) of proposed solutions.
  • Supports the evolution of applications, systems, and/or processes to a desired future state by building and leveragingan up to date understanding of how current processes impact business operations for assigned domain(s).
  • Maps current state against future state processes.
  • Identifies the impact of requirements on upstream and downstream solution components.
  • Provides recommendations to team or department leadership on how to integrate requirements with current systemsand business processes for assigned domain(s).
  • Identifies value gaps and opportunities for process enhancements or efficiencies.
  • Supports solution design by researching how to help translate requirements into workable business solutions.
  • Identifies and recommends additional data and/or services needed to address key business issues related to processor solutions design.
  • Supports the evaluation of third-party vendors as directed.
  • Recommends regional and/or national process improvements which align with sustainable best practices, and thestrategic and tactical goals of the business.
  • Supports continuous process improvement by participating in the development, implementation, and maintenance ofstandardized tools, templates, and processes across assigned business domain(s).                                                                         

Minimum Qualifications

  • Bachelor’s degree in Business Administration, Computer Science, CIS or related field and Minimum three (3) yearsexperience in IT consulting, business analysis, or a related field. Additional equivalent work experience may besubstituted for the degree requirement.
  • Minimum two (2) years experience in risk management, governance, compliance, or security.                                                  

Preferred Qualifications

  • Four (4) years experience in project management.
  • Two (2) years experience in mobile application project management.
  • Significant knowledge and demonstrated competence with lean and agile project management processes, methods, and standards.
  • Two (2) years experience performing business analysis, including data analysis, business intelligence, pivot tables, and graphic data renderings.
  • Strong communication, interpersonal, and collaboration skills.
  • Demonstrated ability to take ownership and hold relevant parties accountable.
  • Ability to intelligently and appropriately challenge assumptions from business partners, and articulate the consequences and impact of significant change requests or emerging risks.
  • Ability to interact professionally with diverse groups, including executives, managers, end users, business customers, technical architects, developers, designers, PMO/program managers, and subject matter experts.
  • Experience and competency with both agile and waterfall software development methodologies.
  • Experience using project management, process management, and communication tools (e.g., Jira, Confluence, Lucidchart, Spark, PowerPoint, Excel, Word, Teams, MS Project).
  • Understanding of unique factors and challenges in developing mobile applications in relation to traditional applications and websites.
  • Two (2) years experience working for a health care organization.
  • Two (2) years experience working for an IT organization.
  • One (1) year experience working on projects or programs requiring the integration of cross-functional technology and/or business solutions.
  • One (1) year experience in workflow analysis, including the use of modeling software (e.g., Lucid Chart).
  • One (1) year experience in business case analysis.
  • Two (2) years experience working on project or technical teams.
  • Two (2) years work experience requiring the development of technical documents or presentations.
  • One (1) year of work experience in a role requiring interaction with senior leadership (e.g., Director level and above).
  • Two (2) years consulting experience in hospital operations.
  • Two (2) years consulting experience in clinical administration.
  • Two (2) years consulting experience in health plan administration.
  • Certified Scrum Master (CSM), Certified Scrum Product Owner (CSPO), or SAFe certification.
  • Project Management Professional (PMP) or other comparable certification.
