Job Description

In addition to the responsibilities listed below, this position is responsible for providing support for customers (users), and assigned applications and/or information systems, including software implementation, integration, configuration, and testing. Additional responsibilities also include supporting solution design, researching how to help translate requirements into workable technical solutions, and supporting the evaluation of third-party vendors as directed. The MCoE Engagement Manager is a technical project management position in the Mobility Center of Excellence (MCoE). The MCoE is a centralized mobile application development and solution delivery organization, providing enterprise shared services to organizations such as national functions, regions, PMO, medical groups and others for the purpose of empowering our business strategy and needs through the nimble, world class development, delivery, certification and support of mobile application solutions at scale.

The Engagement Manager is responsible for the engagement intake and portfolio management of mobile application projects. The role will be 50% mobile delivery focused and 50% core Center of Excellence activities focused. The Engagement Manager is accountable for managing mobile projects using SDLC processes and agile delivery methods. Actively supports projects by managing and supporting certifications in collaboration with the Certification Lead and application owner. Stakeholder engagement and communications will be an integral part of the position, so that the Center of Excellence will be informed and have current data on mobile engagement initiatives with which to inform senior leadership. Plans, directs, facilitates, and coordinates activities of engagements to ensure that goals and objectives are accomplished within the prescribed time and budget, as applicable. This position requires a proactive and highly organized individual with strong relationship, communication and project management skills in order to successfully engage MCoE customers, partners, project teams, and leadership. The successful candidate will be able to work at a high level of competence and efficiency with minimal direction, while maintaining a sense of flexibility, humor and enthusiasm. Exemplary critical thinking, facilitation, collaboration, presentation, self-organization, written skills are required.

Essential Responsibilities

  • Completes work assignments and supports business-specific projects by applying expertise in subject area; supportingthe development of work plans to meet business priorities and deadlines; ensuring team follows all procedures andpolicies; coordinating and assigning resources to accomplish priorities and deadlines; collaborating cross-functionally tomake effective business decisions; solving complex problems; escalating high priority issues or risks, as appropriate;and recognizing and capitalizing on improvement opportunities.

  • Develops requirements for complex process or system solutions within assigned business domain(s) by interfacingstakeholders and appropriate IT teams (for example, Solutions Delivery, Infrastructure, Enterprise Architecture) andleading junior team members in the development process as appropriate.
  • Leverages multiple business requirements gathering methodologies to identify business, functional, and non-functionalrequirements (for example, SMART) across multiple business domains.

Engagement Management

  • Manages engagement intake for applications according to established process
  • Manages the Mobile app portfolio by keeping a pulse on app initiatives, and by establishing and maintaining ongoing relationships with clinical/care delivery stakeholders and business partners
  • Maintains metrics, reports and dashboards that document current state of the portfolio
  • Initiates, builds, and maintains good relationships with IT and business management to help facilitate effective completion of project work
  • Partners with the build and release team and internal development teams to facilitate the set up of source code repositories and schedule application releases
  • Agile Software Delivery and Consulting Engagement Management
  • Facilitates sizing of consulting and delivery engagements with MCoE SMEs
  • Acts as project lead and/or scrum master for delivery engagements
  • Identifies and schedules deliverables, milestones, dependencies, and required tasks for delivery and consulting engagements
  • Adheres to the agile solution development life cycle (SDLC) project management standards and practices for reporting, stakeholder communications, and documentation
  • Prepares project status reports and keeps leadership and stakeholders informed of progress, risks, and issues

Center of Excellence Activities

  • Provides Center of Excellence operational support with respect to mobile device inventory and new employee onboarding
  • Contributes to continuous improvements in processes and published stakeholder resources around mobile development best practices, case studies, etc.
  • Applies business analyst knowledge by turning app analytics in to consumable business intelligence (e.g. infographics) using tools like R and Tableau

Manages special projects as assigned

  • Develops and documents comprehensive business cases to assess the costs, benefits, ROI, and Total Cost ofOwnership (TCO) of proposed solutions.
  • Provides insight and supports the evolution of applications, systems, and/or processes to a desired future state bymaintaining a comprehensive understanding of how current processes impact business operations across multipledomains.
  • Maps current state against future state processes.
  • Identifies the impact of requirements on upstream and downstream solution components.
  • Provides recommendations to management and business stakeholders on how to integrate requirements with currentsystems and business processes across regions or domains.
  • Identifies and validates value gaps and opportunities for process enhancements or efficiencies.
  • Supports solution design by providing insight at design sessions with IT teams to help translate requirements intoworkable business solutions.
  • Identifies and recommends additional data and/or services needed to address key business issues related to processor solutions design.
  • Participates in evaluating third-party vendors as directed.
  • Supports continuous process improvement by participating in the development, implementation, and maintenance ofstandardized tools, templates, and processes across multiple business domains.
  • Recommends regional and/or national process improvements which align with sustainable best practices, and thestrategic and tactical goals of the business

Minimum Qualifications

  • Bachelor’s degree in Business Administration, Computer Science, CIS or related field and a Minimum of Six (6) years experience in IT consulting, business analysis, or a related field. Additional equivalent work experience may be substituted for the degree requirement.                    

Preferred Qualifications

  • Four (4) years experience in software product management or related consulting.
  • Two (2) years experience delivering mobile applications.
  • Two (2) years experience delivering IT projects using varied development approaches, including incremental, waterfall, and agile scrum, for both internally and externally developed applications as well as packaged applications.
  • Significant knowledge and demonstrated competence with lean and agile project management processes, methods, and standards.
  • Two (2) years experience performing business analysis, including data analysis, business intelligence, pivot tables, and graphic data renderings.
  • Strong communication, interpersonal, and collaboration skills.
  • Demonstrated ability to take ownership and hold relevant parties accountable.
  • Experience using project management, process management, and communication tools (e.g., Jira, Confluence, Lucidchart, Spark, PowerPoint, Excel, Word, Teams, MS Project).
  • Self-starter with high energy to meet the needs of a demanding business and IT environment.
  • Strong business acumen to complement strong tactical execution skills.
  • Two (2) years experience in the healthcare industry.
  • Three (3) years experience working for large organizations and cross-organizational initiatives.
  • Two (2) years experience as a “power user” of mobile applications for personal and professional productivity.
  • Two (2) years experience using the Mac platform and software.
  • Certified Scrum Master (CSM), Certified Scrum Product Owner (CSPO), or SAFe certification
  • Project Management Professional (PMP) certification.
